Staff Bios

Carlos Olmedo, M.S.

Associate Director and Principal Economist at IPED. Carlos oversees day-to-day operations at IPED. He performs a broad range of bi-national public policy and economic research and specializes in U.S.-Mexico border economics, economic modeling, industry cluster analysis, workforce development issues, database design/management, and survey design/implementation. Carlos received a B.B.A. in International Business from UT Austin and is a graduate-trained economist and statistician from UT El Paso.

David A. Schauer, Ph.D.

Received a B.S. degree in Economics from Jamestown College (North Dakota) in 1971. He earned M.A. and Ph.D. degrees in Economics from the University of Notre Dame in 1974 and 1975 respectively. He also completed the program at the University of Wisconsin Graduate School of Banking in 1980. Dr. Schauer joined the faculty at the University of Texas at El Paso in 1975. His positions there include the Director of the Bureau of Business and Economic Research (1988-1992) and the Chase Bank Scholar (2000-2001). Currently, he is a tenured Associate Professor of Economics and Finance and Senior Policy Fellow at IPED. Over the past seven years, his research activities have focused upon financial sector conditions/issues in Mexico, Texas and El Paso; economic impact analysis; and water resource management issues in the El Paso del Norte region. Over his 30 year plus career, he has authored over 150 articles, professional papers, and technical reports.

Guadalupe Corral, Ph.D.

Manages operations at IPED’s Survey Research Center, including survey design, implementation and data analyses. She received her Master’s degree in Sociology at UTEP where her research focused on the effects of offender race/ethnicity on sentencing outcomes of drug offenders. Guadalupe earned her Ph.D. in Psychology in 2009 from UTEP. Her doctoral research focused on attitudes, evaluative categorization processes and the development of reliable attitude detection techniques.

Mario Caire, M.S.

Is a System Analyst and Web-based database application developer at IPED. He is currently pursuing a Doctoral Degree in Electrical and Computer Engineering and holds a Master of Science degree in the field (July 2003). He received a Baccalaureate Degree in Psychology from the University of Texas at Austin in 1992. His Ph.D. research interests include high performance cluster computing and energy consumption related to clusters.

Roberto Tinajero, M.S.

Is Assistant Director and Research Associate at IPED. Roberto conducts research on regional economic conditions with an emphasis on econometric modeling, forecasting and input-output models. He also builds and maintains databases for the El Paso-Juarez region and for the United States and Mexico. He completed his B.B.A (Economic and Finance) and Master of Science in Economics degrees at UTEP in 2000 and 2002 respectively.

Elizabeth Gibson, (BA – Economics and Political Science – UTEP)

Is a graduate research assistant at IPED. She works closely with research staff to collect and analyze data using a wide range of media. Her research interests include economic forecasting, impact analysis and regional/community development. Elizabeth is currently pursuing an M.S. in Economics as well as an M.S. in Intelligence and National Security Studies.
